Carl Holshouser is the Executive Vice President and Head of Federal Policy and Government Relations at TechNet, the national, bipartisan network of tech executives. Since joining TechNet in 2020, Carl has led transformative growth, building a best-in-class advocacy program trusted by 100 of the world’s most innovative technology companies.

Over the past two decades, Holshouser has built a strong record of bipartisan leadership at the intersection of technology, trade, financial services, and public policy. At TechNet, Carl has overseen major legislative and regulatory victories, including the CHIPS and Science Act, FAST-41 permitting reform, and the successful defense of Section 230. He founded the TechNet Innovation Legal Center, launched the $25 million AI for America campaign, and created United for Privacy, a cross-sector coalition advocating for a national privacy law. His team submitted over 23 federal agency filings in 2024 alone, shaping critical regulatory frameworks for AI, privacy, AVs, financial services, trade, supply chains, and antitrust to strengthen American economic leadership.

Prior to TechNet, Carl served as a senior policy advisor at PwC, where he co-led the firm’s trade policy practice, and led global technology policy initiatives at Visa. Earlier in his career, he worked in the U.S. Senate, at Textron Systems, and in a leading federal lobbying firm. He is a recognized champion for American innovation and global competitiveness, named a Top Lobbyist by The Hill (2021–2024), the National Institute for Lobbying & Ethics (2022), and CEO Update’s 2025 Leading Association Lobbyist. He graduated with high honors from the University of Texas at Austin.
